Dr. Seki is an earthquake engineering expert of Japan International Cooperation Agency (JICA) and associate professor at International Institute of Seismology and Earthquake Engineering, Tsukuba, Japan.
Dr. Seki worked for 2 and half years at National Centre for Seismic Risk Reduction, Bucharest, as expert within the JICA technical project for seismic risk reduction in Romania (2002-2008). During his stay in Romania he joined many scientific events in the field of earthquake engineering. After his departure from Romania he worked as JICA expert in China and Bangladesh. Before his mission in Romania he leaded the research activity in one of the largest civil engineering companies of Japan: Obayashi Corporation.
